Pembroke Affordable Housing Initiative

I propose the development of public-private partnerships: the City of Pembroke would partner with developers to build affordable housing within city limits. Part of this initiative would be for the city to identify vacant land, assist with any rezoning and help obtain building permits. This proposal would be a revenue-neutral program, as every tax dollar put into the project would be paid back to the city upon completion. The outcome will be more affordable housing built in the City of Pembroke and increased tax revenue from the new developments.

Improving the City's Roads and Infrastructure

I will draw on my knowledge and background in both Project Management and Civil Engineering Technology and use my understanding of good building practices to continue the updates and reconstruction of Pembroke’s aging infrastructure. I would like to lend my skills to the continuation of future updates to Kinsman Park with the construction of a splash pad and future recreation areas. I would also like to propose updates to the Pembroke Marina, such as increased docks and an area identified for commercial development.

Help Increase Local Employment

I will work hard on an advertising campaign to promote the City of Pembroke as a place where businesses would want to relocate and open their doors. We need to showcase the positives of living and doing business in Pembroke: our access to the Ottawa River, low development charges, a competitive industrial tax rate, available land to develop, close proximity to Algonquin Park and inexpensive hydro rates. I want Pembroke to attract business that will bring good-paying jobs to our community — jobs that give people the opportunity to work, grow, and support a family.

Keeping Budgets and Taxes Under Control

To keep taxes under control, I would curb excess spending and continue to hold council accountable to budgets. I will keep asking the tough questions, such as “Do we really need it?” and “Can the City of Pembroke actually afford it?” I will take the same care in approving the spending of tax dollars that I do with spending my own money.

My name is Andrew Plummer, and I’m running for re-election for Pembroke City Council. I’m looking to continue to bring my construction and business background to the council table and represent the citizens of the City of Pembroke. I have lived and worked in Pembroke for the majority of my life. But during my time away at college and working for Exp Engineering in Canada’s North and in our nation’s capital, I quickly learned how good it was to come home to the Ottawa Valley. I am very proud to call Pembroke my hometown. I decided a long time ago that Pembroke was the place where I wanted to settle down and start a family. I met my wife in Pembroke, we got married in town and now have two sons.

I’m running for re-election because I have a vision for Pembroke. A vision that includes attractive streetscapes, vibrant recreational facilities, sustainable jobs, affordable housing and beneficial, feasible taxes.

For four generations my family has served as business owners and caring members of this community. My great-grandfather Harold Plummer of the original Canadian Tire in downtown Pembroke, grandfather Richard Plummer of Plummer Marine, and grandfather Fred Murphy of Murphy Ford have all proudly served this community, and I too wish to continue serving the City of Pembroke. I am currently employed as a Project Manager for Greenwood Paving Pembroke Ltd., which is owned and operated by my family. I am a graduate of the Construction Engineering Technologist Program and a member of the Ontario Association of Certified Engineering Technicians and Technologists, holding the professional designation of C.E.T. I also hold a diploma in Business Marketing. With my strong connection to the business foundation of Pembroke, and my work and educational experience, I bring strength of character, drive, a hands-on approach, and good old-fashioned common sense to city council.

One of my top priorities is to support the construction of more affordable housing within the City of Pembroke through the “Pembroke Affordable Housing Initiative.” This program would be developed by the City of Pembroke in partnership with private developers to construct affordable housing that meets the growing needs of city residents. Key aspects of the plan are the identification of vacant, suitable land, and assistance with zoning changes and building permit applications. There is a major shortage of affordable housing in Pembroke, and this initiative could see multiple new units constructed to help fill that need — while remaining revenue-neutral to the city, since every tax dollar spent on a project would be repaid upon its completion. The benefits include infill of vacant land, new affordable housing, increased assessment growth and tax revenue, and relief from rising rent costs, all while spreading the property tax burden among more taxpayers.

During my previous terms as an elected city council member, I have held the positions of Vice-Chair of Operations and Chair of Finance. I have often voiced my support for the increased rehabilitation of our city’s roads and infrastructure while being mindful of the city’s budget. I have voted against renting our facilities at no cost, and voted no to what I felt were unjustified expenses. I treat every expense as if the money were coming directly out of my own pocket — for it’s not the city’s money, but the money of the citizens of Pembroke. I have voted to cut unnecessary spending and to encourage economic development that attracts entrepreneurs, businesses and jobs to the area. Pembroke needs to keep working closely with upper levels of government and find sources of income other than taxation.

I pledge to work hard, convey rational viewpoints, and continue to vote against unnecessary spending. I want to foster conscientious, responsible, and respectful spending habits while the City of Pembroke continues to provide an exceptional level of service. I want Pembroke to remain an affordable place to live, work, thrive, and raise a family.

On Monday, October 26, 2026, I respectfully ask for your vote. Together, I know we can bring about positive change to living, working, and doing business in the City of Pembroke.
